History of Area Code 312

Area code 312 is one of the 86 original area codes created by AT&T in 1947, when the first nationwide numbering plan went into effect on January 1 of that year. It was assigned to Illinois as part of the initial map that divided the United States and Canada into geographic dialing regions.

Area code 312 entered service in 1947 as Illinois’ first area code, originally covering Chicago and a substantial swath of northern Illinois. Two splits reduced it: the suburbs left for 708 in 1989, and on October 11, 1996 the rest of Chicago outside the Loop and adjoining neighborhoods left for 773. The 1996 split was unusual in American area code history because it carved the city itself in two rather than separating city from suburbs — 312 was reduced to an enclave area code, an island of one code completely surrounded by another (773). The territory is roughly bounded by North Avenue, Western Avenue, 35th Street, and Lake Michigan: it covers the Loop, the West Loop, River North, the Near North Side from the river to North Avenue, and the Near South Side. Cook County’s three city-and-near-suburbs codes were overlaid with 872 on November 7, 2009, ending seven-digit dialing in Chicago.

312 carries a status weight inside Chicago analogous to Manhattan’s 212 or LA’s 213 — the original number that, after splits, came to mean specifically the urban core. The shorthand reads as the financial district (Chicago Stock Exchange, CME Group, the major banks), the Magnificent Mile, government buildings, the major hotels, and the network of corporate headquarters in the Loop and River North. The reduction to the central business district was politically uncontested in 1996 because the overlay alternative — adding a new code without redrawing boundaries — would have required mandatory ten-digit dialing immediately, which the Illinois Commerce Commission and most carriers wanted to delay. Ten-digit dialing arrived anyway with the 872 overlay 13 years later. NANPA had recommended a third Chicago code as early as 1998, projecting exhaustion of 312 and 773 by 2001; the projection turned out to be too aggressive and the third overlay didn’t actually launch until 2009.
