Civil rights leaders publicly objected to the split, and the framing of 404 as the ‘inner-city’ code stuck. The 678 overlay arrived three years later on January 6, 1998 as relief for both 404 and 770, ending the brief period of seven-digit dialing in the metro.

404 became one of the most consciously deployed cultural area codes in American hip-hop. The Atlanta rap scene that emerged in the 1990s (OutKast, Goodie Mob, Ludacris) and dominated the 2000s and 2010s (T.I., Young Jeezy, Gucci Mane, Future, Migos, the entire trap-music export) treated 404 as a regional badge — the way 213 functioned for early-90s LA, or 212/917 for New York.
